    Whereas it is deemed appropriate to establish criteria, procedures, and conditions for the admission of students with disabilities to King Mongkut’s Institute of Technology Ladkrabang (KMITL), in order to promote and support educational opportunities for persons with disabilities in accordance with the intentions of the Constitution—such as the provision of facilities for students with disabilities and the allocation of financial support for their education—guided by the approach set forth in the Persons with Disabilities Education Provision Act, B.E. 2551 (2008), and the Regulations of the Committee for the Promotion of Education Provision for Persons with Disabilities on Higher Education for Persons with Disabilities, B.E. 2552 (2009), as well as in accordance with Clauses 3 and 4 of the Announcement of the Office of the Higher Education Commission on Guidelines for Promoting Higher Education for Persons with Disabilities, dated January 13, B.E. 2553 (2010).

    By virtue of Section 22(2) of the King Mongkut’s Institute of Technology Ladkrabang Act, B.E. 2551 (2008), in conjunction with the resolution of the Student Development Working Group at its 13th meeting of 2019, held on November 19, 2019; the resolution of the Institute’s Executive Board at its 1st meeting of 2020, held on January 7, 2020; and the resolution of the Council of King Mongkut’s Institute of Technology Ladkrabang at its 2nd meeting of 2020, held on February 18, 2020—this Regulation is hereby enacted as follows:

Section 1 This Regulation shall be called: “Regulation of King Mongkut’s Institute of Technology Ladkrabang on Policies, Criteria, and Conditions for the Admission of Persons with Disabilities, B.E. 2563 (2020).”

Section 2 This Regulation shall come into force on the day following the date of its announcement.

Section 3 In this Regulation:

“Institute” means King Mongkut’s Institute of Technology Ladkrabang.

“Student” means a student of King Mongkut’s Institute of Technology Ladkrabang.

“Academic Division” means a division as referred to in Section 9(3) of the King Mongkut’s Institute of Technology Ladkrabang Act, B.E. 2551 (2008).

Section 4 The criteria for the admission of students with disabilities, as well as the types of disabilities accepted each academic year, shall be determined at the discretion of the relevant academic division. Such criteria must be publicly announced by the academic division and submitted through the Office of Academic Administration and Educational Quality, Office of the President, for approval by the Academic Council, and shall be reported to the University Council for acknowledgment.

Section 5 All academic divisions shall report the list of students with disabilities to the Office of Student Development and Alumni, Office of the President, every academic year for qualification verification and to coordinate with the Office of the Permanent Secretary of the Ministry of Higher Education, Science, Research, and Innovation in applying for educational support funds for students with disabilities.

Section 6 The admission process for students with disabilities shall be conducted through the Thai University Central Admission System (TCAS) or other admission systems as determined by the Academic Council.

Section 7 The Institute shall exempt tuition and educational fees for students with disabilities and shall proceed to request educational support funding from the Office of the Permanent Secretary of the Ministry of Higher Education, Science, Research, and Innovation.

Section 8 The Institute shall establish a central unit or service center to provide educational support for students with disabilities and shall assign staff with fundamental skills in supporting persons with disabilities in an appropriate ratio to the number of students with disabilities. Each academic division shall also designate personnel to provide direct support to students with disabilities within their respective divisions.

Section 9 The Institute shall provide appropriate assistive technology, media, services, and other educational support in alignment with the specific needs of students with various types of disabilities.

Section 10 The President shall be responsible for the implementation of this Regulation and shall have the authority to issue announcements, orders, and interpretations concerning the execution of this Regulation.
